Kraków plans climate and energy actions

On November 19, during a session of the Kraków City Council, councilors adopted—by a vote of 24 in favor, 3 against, and 5 abstentions—a resolution on the “Sustainable Energy and Climate Action Plan (SECAP) for the Municipality of Kraków.” This is an important step in strengthening the city's climate and energy policy, which is intended to bring Kraków closer to becoming a climate-resilient and more environmentally friendly city.

The preparation of the SECAP plan stems from Krakow's accession in 2022 to the Covenant of Mayors, an international initiative involving voluntary commitments and the implementation of climate and energy measures. The document specifies specific projects that are intended, among other things, to prepare the city for the threats associated with climate change and to reduce CO₂ emissions by 2030 and 2040, with the aim of achieving climate neutrality by 2050.


The plan includes a comprehensive inventory of greenhouse gas emissions in the construction, transport, energy, municipal services, and industry sectors. It also takes into account measures already implemented as part of the City of Kraków's Long-Term Financial Forecast and planned projects with potential sources of financing.


The implementation of SECAP will bring measurable benefits to the city and its residents – from reducing energy consumption and purchase costs, through improving air quality and increasing energy security, to better preparing Kraków for the effects of climate change. The document will also increase the credibility of municipal actions through systematic monitoring of progress and will allow for broader cooperation with other cities on climate and energy projects.
